The "SoC," or "System on a Chip," is the circuit through which most of the core components of a modern piece of hardware are integrated. So, having two in development suggests there will be two markedly different versions of the upcoming PS6.

This difference would be more substantial than the two version of the PS5 we saw at launch — the standard version and the digital-only version. In that case, the SoC for both versions of the PS5 would have been the same, just with one console removing the disk-reading features. Changing the SoC implies more substantial changes to the console's GPU, CPU, or other core features.
